There is a privacy angle too. An installed app can ask for far more than a web page can, and people are right to be cautious about giving a random chat service that much room. A tab can be closed and it is genuinely gone.
If you want the icon, add it to the home screen and you have an app in every way that affects you. If you do not, a bookmark works fine and nothing is missing from it.
